The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis caused by the announcement of a new 28-article proposal for achieving ceasefire appeared – briefly – to have been contained. A Washington representative spoke of "notable headway" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of opposing developments captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: hopeful statements are delivered from various governments. Significant resources is allocated on containing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

Nocturnal Warfare

As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track missile launches from Russian territory, a ability provided through timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to intercept incoming guided weapons roared overhead – sophisticated military planes delivered to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons thundered: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by allied countries. Every launch shakes the surroundings, causing tremors. The moment of terror quickly gives way to sober acceptance: perhaps the hostile projectile won't strike its target this time, sparing the city from devastation and further power outages.

Ongoing Risks

Following this, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Regrettably, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.

Periodically, this continued until dawn. Kyiv faced the early updates: several casualties, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those 24 hours encapsulated Ukraine's vital need on external assistance – a dependence that regional partners are clearly incapable to substitute in the near term.

Ineffective Peace Efforts

The detailed framework from American leadership sparked intense emotion, debate and profound anxiety – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.

Every new initiative from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually win the battle. This pattern will, no doubt, continue.

Tactical Assessments

It is easy to blame certain parties of consistently pushing Kremlin's demands. But that does not seem to be the whole story. US administration works based on a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The US administration believes that it is unfeasible to force Russia to abandon the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does little to discourage Russia, through words or deeds, from thinking that the situation will not evolve additionally in its benefit in the near future.

Opposing Positions

Therefore, Moscow is certain that duration works to their advantage – that Ukraine and its supporters are nearing depletion. Their reason to sign a deal that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still hold out, progressively conceding people and territory but preventing a complete military breakdown until conditions improve in its favour.

Present Conditions

Realistically, there are no actual prerequisites for a truce. Now, personal considerations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the flag against any plan Kyiv finds unworkable, so that their attention does not shift toward domestic problems. And although their mission will now be considerably more difficult after latest incidents, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Summary and Prospects

It took a only one week to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, pushback by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all achieved their purpose.

While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, largely rely on sustained allied backing.
